IPTS study project: Overview and Analysis of 1:1 computing initiatives for Education and Training in Europe

European Schoolnet is carrying out a study of 1:1 computing initiatives for education and training in Europe for the Institute for Prospective Technological Studies, one of the eight Research Institutes of the European Commission. The aim of the study is to provide an overview of 1-to-1 initiatives in Europe as well as to identify factors for a successful implementation of 1-to-1 computing in primary and secondary education. The study will also provide evidence on how small-scale programs and initiatives can successfully be scaled up and mainstreamed. The study started in Janaury 2012 and will be finished by September 2012 when the final report is due.

Objectives

The detailed objectives of the study are:

  1. To provide an overview of 1-to-1 initiatives in Europe, including a short description and classification, indicating, scope, timing, objectives, target groups and participants, funding, support, evaluation, outcomes and impacts, etc.;
  2. To synthesize research findings on 1-to-1 computing in primary and secondary schools, drawing on a wide variety and range of publications available, including scientific papers, books and reports; evaluation reports; online information; and any other information, that the contractor deems reliable, including expert knowledge or press articles. This synthesis will focus on assessing the impact of 1-to-1 computing on teaching and learning patterns and organisational practice, with a view to elucidating how innovation is fostered (or hindered) in technology-rich learning settings;
  3. To identify factors for a successful implementation of 1-to-1 computing in primary and secondary education and provide evidence on how small-scale programs and initiatives can successfully be scaled up and mainstreamed;
  4. To discuss the findings on 1-to-1 computing in primary and secondary education with experts and stakeholders and jointly conclude on policy options for up scaling 1-to-1 computing experiences that successfully promote technological, pedagogical and organisational innovation in Education and Training.

Expected results

The expected results of the study include:

  1. An overview on 1-to-1 initiatives in Europe, based on desk research and expert interviews;
  2. A paper summarizing research findings on the impact of 1-to-1 computing on learning and teaching patterns, approaches and paradigms;
  3. A presentation, summarizing the findings of the research and inciting discussion;
  4. A final report, summarizing the research findings and the insights of the workshop with a view to assessing the impact of 1-to-1 computing on innovation in primary and secondary schools in Europe.

FINAL REPORT

The final report presents the results of 1to1 Learning study discussing the implementation strategies of current 1:1 initiatives and concluding on policy options for mainstreaming 1:1 initiatives that focus on the notion of 1:1 learning rather than 1:1 devices and successfully promote technological, pedagogical and organizational innovation in E&T across Europe.
